I cannot understand why Microsoft Internet Explorer disables :hover inherit in nested elements

I wanted to make a tooltip on mouse hover. This should look like this:

I work in an ITIT = abbr. information technology company.

However, Explorer inhibits the hover option to be propagated to nested elements. So the second example does not work in MS IE:

I work in an ITIT = abbr. information technology company.

Compare to Mozilla that displays correctly.
